1) Ran a whole day without OneDrive running, still same issue.
2) Same as above with addition of Google Drive not running, still same issue.
So its not down to them and I can see other have had this issue going back a while now.

So I have this problem too. For me it randomly changes the shortcut icon to a random icon (either a random desktop icon (like the actual icon of the app) or a tick/x (icons that google drive and onedrive use) ). I suspect this is related to graphics drivers or the geforce overlay (I've got nvidia graphics card) cause I didn't have this problem on my old computer. Refreshing the desktop fixes the problem.

I fixed it by pure chance.
I have MWB installed and it always looses its icon in Notification Tray so I downloaded their Repair Tool which did not fix the MWB issue but did fix whatever was causing this as it was intant fix on reboot and has not happened since.

The fix fixes Windows files so try it, as I said it did nothing for my MWB issue.
I never had this nasty W10 behavior before. But since a couple of weeks ago the icons arrows keep changing. I do not run neither OneDrive nor Google Drive.
