There is MONITOR.EXE-D6959C86.pf under C:\Windows\Prefetch. There is also a monitor.exe under C:\Program Files (x86)\Obit\Advanced Systems Care
After I checked it out using Google, its comes with several programs. One is Advanced SystemCare by IObit .....IF this is one of the programs installed on your computer, delete this program. Using Windows programs uninstall feature.
This program is known for causing problems on Windows....
I also just checked it and it appears that it might also be part of your system, depending. It looks more prevalent with Acer computers. See HERE.
Perhaps Autoruns might be able to help. It should bring up EVERYTHING that starts with Windows. From there, so should be able to uncheck it. I don't think you can actually end the process using Autoruns, but I'm not 100% certain about that.

Yes! It ends up the damn Obit program I installed to remove stubborn programs was causing the problem. I would advise everyone to never install this program.
Hi For future reference, if you have part of a program remaining after you've uninstalled it.. some exe and other files, try Revo uninstaller, use the Force uninstall mode, browse to the exe and let Revo scan for remnants. You can then see what it's scanned and approve removal. Repeat as necessary.
