    Yep
Question is do you really need the latest driver :/
I've found them to be at best buggy as hell :)

I don't have them all and my PC works just fine. I've found like you that some updates are buggy,.

I just booted up my laptop and got a popup message,

No AMD graphics driver installed or the AMD driver is not functioning properly. Please install the correct AMD driver appropriate for your graphics hardware Windows 10 downloaded

This is with the default driver Windows 10 installed in the background through Windows update. I had a failed boot just before this too. I got the ASUS logo boot screen and then nothing, just a blank screen. I had to force a shutdown and reboot. On the next boot it booted up fine.

    Weird :/
Some times "I almost did this" remove the graphic's card and then install win-10 to make sure the onboard stuff gets all updates first,
After than re-install the graphic's card and see if it installs better ?
    Cheers.

That is the point I was trying to make earlier about drivers. It's hit or miss. Must be a corrupted update or installation.

It's a laptop with dual graphics, APU and dedicated GPU. I just rebooted and no failed boot or popup?

EDIT: I take that back, the popup was there again when I finished this post. This may be PC no.2 to go back to 8.1.

I do find it really annoying to have to restart for changes to take effect :/
