    Perflib errors 1008 and loadperf errors 3009


    I recently installed Windows 10 using a clean install USB method as per MS's website. I have a repeating error since Dec 9 which is below. I have tried to search for a solution but in most cases it only covers windows servers or shared point. I have ran sfc /scannow but it didn't detect any errors. The other solutions involved editing the registry or rebuilding the perf library. This is something I feel more comfortable doing with direct communication with tech support rather than using support from threads dating back years covering other OS such as Vista and even Win2k. I want to deal with one error at a time so will provide what information I can for the 1008 errors first. If you need information for the 3009 errors let me know.

    I have not seen any obvious system issues. However I just want to make sure either this is not a major issue or can be fixed. The BITS service itself starts and runs as far as I know. It is currently running. The BITS error has been record 4 times. The .NETFramework only once. I am not that computer savvy but am capable enough to follow instruction. Any help will be appreciated.

    The Open Procedure for service "BITS" in DLL "C:\Windows\System32\bitsperf.dll" failed. Performance data for this service will not be available. The first four bytes (DWORD) of the Data section contains the error code.

    SFC found nothing.

    Repairing Win 10 using the reset setting in advance can not be completed as my keyboard does not work in the setup. I can not progress the reset without a working keyboard. The keyboard has zero issues when doing a fresh install from the ISO from a USB stick. It also had no issues when I upgrade from Windows 7 to Windows 10 using the ISO which was downloaded within Windows 7. I tried a keyboard with an old connector ps/2(?) but that didn't work. Whatever the difference between the ISO and a factory reset seems to be driver related be it the driver or installing it.

    This error is cause be a installer that has taken control over the Windows Management Instrumentation normally the video driver by default. The security permissions are locked and their is no removing it. To repair this issue you will have to reinstall a clean windows 10. Dism.exe and chkdsk can't resolve this error simply cause it's not really a error. Tho one would think it would be the bit types that are being read which are different in 32bit and 64bit most cases tho you will not find a solution cause of all the bits of data you would have to sort out to find the performance counters required for DWORD. Back in Windows Server 2008 sp2 this issue was caused by remote registry being disabled it would do a call back error of 1008 . Just saying your better of backing up all your data and starting over if this error is bothering you. My advise is to ignore the error it's not important unless your using a Data Server for Users to access the remote system offbase. I know that even if you tried to resolve this manually you will find it is locked in the Hidden Administrator Account just by simply right clicking on the wmi and checking the security of the adapter ‪C:\Windows\System32\wbem\WmiApRpl.dll in the Advance Tab if you see TrustedInstaller and Not System there's not a resolution to change it to grant Full Control back to the system.

    In registry editor this key here HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\WmiApRpl\Performance is the service that provides the Call function for the reverse call back for it even if you changed the permissions for all the registry keys for this dll you will not gain control simply cause the Installer has full control what ever that installer is. Could be a game of some sort to a windows firewall protected event.

    But if your feeling lucky it's best to chkdsk c: /r in DOS but really it would be unsuccessful.
