You are missing a " > " symbol from the font segmdl2.ttf (Segoe MDL2 Assets Regular) which stores the system fonts for most of the Windows 10 UI, or possibly the font itself has been deleted or corrupted.
There should be a fresh copy of the font in \Windows\WinSxS
In file explorer, navigate to that folder and in the search box, type segmdl2.ttf
and wait for the search to complete.
Right click the file with the name like:
amd64_microsoft-windows-font-truetype-segoeui_31bf3856ad364e35_10.0.10586.0_none_5d419c11bc93e199
for x64 Windows or for x86 Windows,
x86_microsoft-windows-font-truetype-segoeui_31bf3856ad364e35_10.0.10586.0_none_0123008e04367063
and select install
Restart the device and the UI symbols should be restored to normal.
