This is working for some with this issue..
You need to install an older Driver for Intel Management Engine Interface.
Try this one First: Intel MEI Driver v10.0.30.1054 INF for manual installation

If you still have reboot / restart / shutdown issues, try this one: Intel MEI Driver v9.5.24.1790 INF for manual installation

!!!!!!! IMPORTANT - Manual "Have Disk" Installation Required !!!!!!!
1. Go to Device Manager
2. Scroll down to System Devices and expand group
3. Double Click "Intel Management Engine Interface"
4. Driver Tab >>> Update Driver
5. Click Browse My Computer for Driver Software
6. Click Let Me Pick From a List of Device Drivers on My Computer
7. Click "Have Disk" !!!
8. Browse to Driver Folder and Select "heci.inf"
9. Click "Yes" you want to install the driver even though it might not be for your hardware.
10. Complete Installation, Click OK and Reboot.
Important Notes: You can NOT use the self installer from Intel. It won't install on Windows 10. Just disabling Intel Management Engine Interface in device manager does not appear to resolve the problem.
Issue: When rebooting / restarting / shutting down Windows 10 after the computer has been on for some time, Windows appears to reboot normally, but there is no bios post or beep, monitor is black but fans run. Issue usually happens after playing a 3D game.

This solution did not work for me after all. However, I found that my Sound Blaster Z was incompatible with my Asus Z170-A. When the card was removed, the problem was gone. Others online have mentioned the same incompatibility. I'm back to onboard audio which is nearly as good as the Z IMO.
The problem I have is that I can shutdown fine but when I try to wake up the fans spin but it won't wake up. I tried every fix out there nothing works.
Forgot to say that it is about a 70% wakes up fine 30% it does not wake up but the fans are spinning.
I just shutdown my PC when I am done. Not only that but when the PC does not wake up it seems to sometimes corrupt the profile setting of whatever program I had running last and yes I make sure that I close the program first.
I don't care about the myth saying it is better to leave your PC on then turn it off and on. My mother turns off her PC and she goes on it many times a day and they still work.
It's not a myth it's just another school of thought, I leave one of my computers on 24/7 and another gets turned of few times a day, both are still good.
