Windows 10 Action Center Stuck in Quiet Hours

:) Brink- you spotted the registry key I mentioned.. Clicking the 'Quiet hours' tile does no more and no less than the bat files. So, if some users see it switching on and off erratically, there is a root cause, and executing the bat file will not prevent that.
Yeah, it was just something to try.

Not a solution, but if it's any consolation I see it randomnly popping up too. At first I didn't know that icon related to it. Most of the time it's not there but occasionally it occurs. I have never turned it on myself.
Does this still happen if you do a clean boot?
In safe mode?

Definitely happens after clean boot.
