Nobody has a resolution for this one (other than stop using Chrome )?
Well, if it is only happening in Chrome, then it would seem that would be the problem. I don't use Chrome. But I can tell you in Internet Explorer, Firefox, and Edge when I tap inside the address block with my finger my on screen keyboard pops up automatically. And whenever I tap on a block that requires an input in webpages in any of those browsers my on screen keyboard pops up automatically.

Maybe I'm kicking an old topic. But I've seem to found the solution for this issue on my PC.
When you're using a x64 system you should also install the x64 version of Chrome.
I've installed the x64 version on my Dell Inspiron 7347 and afterwards the keyboard pops up all the time when I enter a text field in my browser.
