Desktop and Toolbar constantly refreshing

    Tim, I have an older Dell Inspiron 15R and my machine upgraded to Windows 10 without me knowing it was going to do it, and then when it did I had the constant screen refreshing. This solution worked perfectly. Thank you so much. I was not registered with this forum until now so that I could thank you. Deb

    TIM, I also registered today (May 12, 2016) just to let you know how much grief you saved my with your post. My Dell Inspiron home page kept continually refreshing (about every 20 sec in my case) and was driving me absolutely nuts. I had tried other suggestions to no avail. However, as soon as I uninstalled IDT Audio the problem cleared and audio still works fine. Thanks so much for taking the time to post your experience.

    Tim, thanks! I've been upgrading some of my work's ProBook 6570s and just ran into this.
    FYI, if any of you HP/ProBook users have an issue with the mouse acting like you click multiple times when you click once you should get rid of SimplePass or probably disabling a feature would fix it too.

    Help! I've seen everyone else have success but my problem is a bit different. I have the same refresh problems, but every time I try to open the Control Panel to uninstall ANYTHING...it refreshes. And it refreshes faster and almost immediately... whereas if I leave it alone and don't try to access Control Panel, the refresh happens at longer interval.....In other words, I can't access Control Panel to uninstall. Please let me know if there is a dos prompt command that I can use to try and do a run-around this issue?

    Here are a few things that might help
    All might cause the same issue though since they essentially go though CPL


    Right click the Windows icon on the taskbar
    Select Programs and Features at the top on the menu


    Create an All Tasks shortcut to CPL cmdlets
    Control Panel All Tasks Shortcut - Create in Windows 10 - Windows 10 Forums

    See if cCleaner (free) can get around the issue
    Watch the install and remove the check from extra software boxes - you only want cCleaner, not any toolbars, broswers, or add-ons that might be offered.

    Tools menu > uninstall

    But, it sounds as though your system needs some repair.
    DISM - Repair Windows 10 Image - Windows 10 Forums
    5. To Use DISM /RestoreHealth Command

    SFC Command - Run in Windows 10 - Windows 10 Forums
