    what is exception (0xc0000409). This comes up when I try to use any of the startup features on Windows 10??

    Dal,
    Indianacarnie's suggestion to do a repair install ( also known as in-place upgrade ) is your best bet.
    You might have more issues than being shown. Repair install will sort out everything.

    Well, this link leads to a ReImage Repair tool which looks very fishy.
    According to my WOT (Web-Of-Trust) extension in Chrome anyway, it triggers the attached warning.
