What exactly are you trying to do?
1. Install Windows from a USB?
2. Install Linux from a USB?
3. Use a USB to create a live environment?
4. Mount a virtual drive from a USB?

And just one last question, what do you mean it is turning off and on? What is turning off and on? If it is your computer then maybe you have serious hardware issues. Also, what do you see on your screen? Do you see the Windows flag or do you see the brand name for your computer?

That is very good. You do not need to mess with the BIOS. Just use the Microsoft Media Creation Tool and burn yourself an ISO of Windows 10 and insert that into your DVD drive. It should load and you should be good to go.

Imo, I just hope they won't still try to make live tiles down our throats. That's my biggest hunch about the rumored Win8 Update 2 Start Menu.
