The problem is that I can't see anything on my screen and I can't boot from anything
My drivers are gone with the c drive
Keyboread .graphics .mouse every driver is in c drive
So I can't ever boot from USB or CD
You misunderstand. When you boot from that boot CD
Windows 10 is not running
Thus your PC loads up in RAM software from your boot CD only.
Your PC does not run from your Win 10 installation because you have prevented it from accessing the HDD.
You will not be reading from the C drive when you boot.
Your alternative is to download a Win 10 iso, create boot medium, and clean install.
I doubt System Restore would reset permissions on C: indeed I'd wonder if it could actually start.
You can certainly try startup repair using Win 10 installation media- whether it will work in your circumstances I really can't say.
I vote for flashing the BIOS. I just experienced this recently and fixed the issue by flashing the BIOS.
Since my problem was not related to Windows 10, I posted the step by step process that I used at Bleeping Computer. I could find a link for the thread, but the bottom line is I succesfully unbricked a laptop.
It sounds like your computer does not do anything, so flashing the BIOS is simply the process of re-starting the basic BIOS program all over. In order to do this successfully it takes a good computer with an internet connection, a USB stick, and you must open up your computer and remove the CMOS battery. It is complex, but it only takes a few hours.
