    Right click on the Desktop and select Personalize.
    Click Change desktop icons.
    Check Computer.
    Apply and OK.

    Edit: I think I'm not understanding something so my above may not be useful.

    I suspect the feature is geared towards portable devices.
    It will float on and is operable from the lock screen, welcome screen, sign-in screen, etc.

    And, it will stay if you leave your cursor on it.
