I don't think you can. As far as I can see you only get "open with" for one file and only if it is not an executable. Open will open multiple files but only for the default program.
Well, the customizing shell:sendto seems to be the best solution so far, and I'm now using it. Too bad that there isn't individual open with option like there was in previous Windows. Oh well.

Sometimes I like to have two web pages open at the same time. With windows 8 all I had to do was right click on the IE icon and the option to open another window was there, but that option isn't there in Windows 10.
