    So, i clean installed again.

I installed build 10240 from USB stick and upgraded to TH2 from USB stick, after that I installed all the updates available, made my usual "tweaks" (disable cortana, some telemetry, blocking some sites in the hosts file and in the firewall etc.), then I installed my sound driver, graphics drivers (Intel and nVidia) and other tools for MSI Laptops.

I skipped the Intel Chipset drivers!

I don't know how, but i have restarted like 30 times from yesterday to today (just for testing) and i haven't noticed any slow logon!

What's different from the last tests:

    - Switched from Legacy to UEFI in BIOS
    - No Chipset drivers installed (everything seems working properly)
    - Maybe some other updates (Current build: 10586.36)

So far, no slow logon, yet!

Tried it. Reinstalled an old 10240 image, did the update to 10586.36. So far so good, but the moment I update a program or change something in the OS it's over. For example: I always change the advanced start settings in msconfig from 1 core to 8 cores. The moment I make those changes after the update I'm back to a slow login.

    Weird.

I also did some tweaks (/noguiboot, regedit tweaks -> faster shutdown, fast moveover popup, kill tasks after 2000 ms, etc.) and yet i haven't any issues so far. I also have installed all my tools now.

May i ask which BIOS you use? UEFI or Legacy?

I'm not sure what I have. My computer is from 02-2011. It has the first i7-2600 processor. How can I tell what I have and when I know how can I change it. Prhaps in those days (02-2011) they only made legacy bios? I've looked at my bios and the only time the name UEFI is mentioned is at the the order with what I want to startup my computer, usb, CD/DCD harddisk and UEFI.

Change observed in boot sequence from build 10586.

The boot after restart or cold boot on Windows 10 GA Build 10240:
    1. BIOS
    2. Windows Boot Logo
    3. Blank Black Screen
    4. Login Screen

The boot after restart or cold boot on Windows 10 GA Build 10586
(typically having done clean install of 10586):
    1. BIOS
    2. Windows Boot Logo
    3. Blank Black Screen
    4. Windows Boot Logo flashing twice with laggy spinning dots.
    5. Login Screen
I just registered to say that exactly the same thing is happening to me. I have disabled fastboot (always do) but hibernate is enabled. Tried almost everything driver related but no solution yet.

    Well the issue is back!

So it has nothing to do with clean install and/or UEFI. Can't figure what it is now exactly, but i will still blame Microsoft for it.

So we can clearly say it's not the bios & also not related to Intel chipset drivers ?

I found something that is working for me. Both my wife’s computer and my laptop don’t have the slow login problem. They both have intel rapid storage technology installed. On my desktop I haven’t. So I installed intel rst drivers(version 12.9.4.1000) and voilą the problem has gone(at least for the moment). Maybe it works for some of you. By the way I’m using a local account.

I don't see that version here, so I opted for the latest available. Will test soon & also enable RST in bios.

UPDATE: it looked like it worked, but on the 4th restart it was slow again
