Windows 10 black screen with cursor only

I've seen similar problems but I haven't found any solution yet. After I bootup my desktop shows then after a few minutes it turns into a black screen with cursor only. Ctrl+alt+delete is working and I managed to get into file explorer by "open file location" in task manager>processes.

I tried checking updates for windows but I am updated, I tried reinstalling my amd driver for windows 10 and tried the method windows+p-down-down-enter since I saw in other threads that windows 10 "detects" two monitors due to two graphic cards.

Edit: Same thing happens in safe mode
Edit 2: I think some services of windows exits and I can't pinpoint what. Even the keyboard shortcuts like volume doesn't work except for brightness.
Edit 3: Images below is the only way I get to my apps, I just right click on this pc then properties to get to control panel.

same issue here, at random times on random machines. ctrl-alt-del logout login a few times seems to do the trick but rather annoying. only since the latest update.

i have a machine at work with two separate login accounts. it happens on one, but not the other, randomly
