You may be able to access the drive to retrieve files - not sure you can change permissions..
May be able to try something..
Also it should allow you to assign drive letter to other partitions via diskpart
so you can browse them as well..

Worth trying everything first - if you have the time and will power..
When all else fails - wipe the drive and re-install
I must say that is one of the nicest pe builds I have used. It is not completely sorted out yet however I was able to open permissions for c: from the management console and from there it told me there were no permissions set for that partition. I set users and system with their respected roles and was able to browse c: drive. no boot but x: on recovery can now see c: and interact. I am running an sfc /scannow on it as we speak then I will try startup repair.

I am marking this as solved. After using the Windows PE from above I was able to change permissions on drive C: ( there were no permissions set actually and it seems to be the result of a bad upgrade) and then ran sfc /scannow. I then ran startup repair twice rebooting between tham and on the third reboot she booted into windows although a little sluggishly. I was then able to do a refresh and all was good. Full updates completed and running like a champ.

Hey, just want to add that i've had same problem and this PE helped me to solve it:
* I didn't have any administrative utilities in PE, but i've had same problemd with permissions
* I've changed my D disk to C (it was C before this bug)
* I've found EFI folder on disk C and changed all permission to System with Permission editor via RMB
