Did you upgrade to Windows 10 and how or did you buy a PC with it on it ? How long has this been happening ?
Have you been able to do any Windows updates before this happened ? Make sure have updates for windows up to October.
Have you added more apps on taskbar ?

I would first try at (Admin) command prompt copy and paste this and press enter, let it finish

    sfc /scannow

Again after other finishes at the same open command prompt copy and paste this and press enter ,let it finish

    Dism /Online /Cleanup-Image /RestoreHealth

Reboot (restart) after both commands complete, try start menu and taskbar.

This issue has happened to many in past and this resolution has worked for some can try it after if the first one does not help.

    Using Powershell

Step 1: On Keyboard Press Windows+R

Step 2: Type in powershell.exe and hit enter.

Step 3: Paste the following Command in the Powershell window and hit enter.

    Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

Step 4: Wait for the process to finish and complete the command, may see some red errors just let it finish.

Step 5: Restart PC, then try Start Menu and Taskbar.

    This :
    sfc /scannow

    Got this :

    Code:
    Microsoft Windows [Version 10.0.10240]
    (c) 2015 Microsoft Corporation. Alle rechten voorbehouden.

    C:\WINDOWS\system32>sfc /scannow

Beginning system scan. This process will take some time.

Beginning verification phase of system scan.
    Verification 100% complete.

Windows Resource Protection found corrupt files and successfully repaired
them. Details are included in the CBS.Log windir\Logs\CBS\CBS.log. For
example C:\Windows\Logs\CBS\CBS.log. Note that logging is currently not
    supported in offline servicing scenarios.

    And doing this: Dism /Online /Cleanup-Image /RestoreHealth

    Got me this:

As seen here sfc /scannow found files and was able to fix them. DISM command i do not know what the first error code means as this code can come from more then running DISM from research. Possible as it shows it was unable to either establish connection as DISM works online or caused by something it can not fix . Now the second time you ran DISM it said you canceled the command, canceled by user.

Many times you need to run both of these commands and reboot after each, do this a few times to try to fix the corrupted files. May of had a network issue running DISM. Some of details not being in English did not help me to understand it all. Also read could be corrupt registry or system configuration.

So retry running both commands and reboot after each, try least 3 reboots. If no success may need go to the alternative of inplace upgrade or refresh Windows 10. Make sure your network is working properly.
