Navigate to C:\ProgramData\Microsoft\Windows\Start Menu Places, choose one of the existing folders to modify, (eg.: I made the 'Pictures' folder my Desktop Wallpapers folder),
right click on the folder, choose properties, in the 'Shortcut' tab change the 'Target' path to the folder you desire.
Rename the folder if you wish. Keep in mind: the folder name will not change on the Settings page but the name will change on your Start Menu.
