That's over my head, but as I know it, your PC goes into an S1 or S3 sleep state (forget witch) instead of a full shutdown. That's how it gets the fast startup. Actually selecting sleep or hibernate does something else, one step further I guess. One of the first things I do after a clean install is run powercfg -h off from the command prompt. This kills the hiberfill.sys file and disables sleep and hibernation. I run an SSD so fast startup doesn't gain me anything in start up time.

The two basically are not related to each other. Fast startup in the bios bypasses the post information screen that shows all the hardware detected by the bios and shortens the delay allowed for the user to press the key to enter bios setup or select a boot device.
Windows fast startup really keeps the computer from shutting down. It stores the current state in a combination of memory and a hibernation file and sets the flag for the bios not to go through the entire boot process at next startup.
Wow that is terribly confusing. This whole time I've been working in the BIOS. I've mentioned my Gigabyte board has an ultra-fast startup and all (in the BIOS), and was thinking that might have had to do with a recent BIOS problem. Ah well, now I know the one everyone is talking about.

Your not the first one to confuse Windows "Fast Startup" with the BIOS "Fast Boot". I've seen it many times.
