It appears to me that you installed some miscellaneous "Telemetry Blocker" software/tweak which is why you're finding options blocked from configuration.

This is typically done through "Group Policy".

    Press [WinKey] + [R] and type gpedit.msc

In the window that appears, follow "Computer Configuration" then "Administrative Tempates" finally right click "All Options".

    Select "Filter Options"

Change the drop down for "Configured" to "Yes". Untick the check boxes if any are ticked.

    Press OK

Wait for the options to load (this could take some time)

Now you have a list of any configured settings. Find the ones related to your issue and before modifying them, read all displayed information of the option, and don't' change anything you don't understand.

I tried that solution but entering gpedit.msc in the run window produces the error that windows cannot find it. So that option is out of the question. Back to the drawing board.
