Yes, I recommend backing up any important files/documents/etc, then considering doing a clean install (which will set EVERYTHING right): Windows 10 - Clean Install - Windows 10 Forums

Alternatively, try these two in a row:
DISM - Repair Windows 10 Image - Windows 10 Forums
SFC Command - Run in Windows 10 - Windows 10 Forums

scroll down to "folder protocol associations"
download that .reg file, double-click it, and accept the warning dialogs.

This is correct way. Can be used with System folders, but caution.... don't overdo it.

this is an old thread but the answer coming at the top of the threat from Dusty might not be so helpful:
1) I just installed in August 2016 Windows 10 on a newly refurbished PC, so a w10 CLEAN upgrade from a W7 clean install
2) There is nothing on it (no apps) - quite fresh
3) all W10 sys updates made after internet connection, so I presume but never sure all publically available fixes are installed
4) This "very similar bug" (is it truly the same?) manifested itself ("Can't create folder or rename folder. Just upgraded to windows 10."). The environment is not specified by the person who created the tread, so not sure.
5) I have noticed the same behaviour on another of my PCs, not a "clean" install but just after a W10 upgrade. I maintain 3 personal PCs depending on my work location.
6) I speculate it happens when the locations of the Documents, Downloads, Music, Pictures and Videos folders are not standard (I relocate always these folders in my own locations on different logical hard drives). However, the issue is not limited to these folders. I am not sure. But I remember having to fix these locations in the registry.
7) I remember fixed it a few weeks ago on my other PC. I have forgotten how (the name of the keys to check - I should always log my changes - yes I know!), hence looking on the web to refresh my volatile memory, the only one left.
8) I can still "easily" rename the folder using an old "dos" type command opening a cmd window. That works fine. (e.g. in cmd, type H: (if H: is the logical drive on which it happens); cd "your folder_name" (reiterate if required); dir (to know if your"New folder is there"); ren "New folder" test1 (to rename your folder); exit (and scream hallelujah to release any tension))
9) I have a reminiscence that it has to do with redefining the Documents, Downloads, Music, Pictures and Videos folders locations in the registry, but I don't know exactly where (I am not a Windows OS engineer but a mere user). Still, I don't see the logical link anymore between the fix and my problem.

So, as a matter of prudence, as this is a delicate matter (implying possibly a registry fix), if I don't know exactly what causes this precise behaviour (obviously a bug left there, 1 year after W10 launch - as I am not the only one - many ref to it on the web) because not having come across it as a professional, I would refrain from trying to give advise without due disclaimers. I can testify a clean install is just not a valid solution in my experience.

I just saw a solution here http://www.winhelponline.com/blog/er...rs-windows-10/ but I am not 100% sure it is the right one, and it implies also modifying the registry, so beware.

The hyperlink below https://www.tenforums.com/tutorials/8...dows-10-a.html seems to point to a similar practical solution as the one in winhelponline. I will check it first. Tenforums is a "supersite", so I am sure to learn and to get a headache (just being or getting intellectually lazy...).

PS: I checked this thread, reference as a solution, and its is not the right solution for me. I will update as soon as I get the right one found on the web.

This other threat gives https://www.youtube.com/watch?v=ku-jsZ7HvfA a solution that could be similar to the reg fix in the 1st link. I identified that some keys changed are the same, but not all. I have not tested it as I don't like doing things I don't understand enough. But I could take a registry back up then restore if not working. Still, I hate that.

General "fix all" solutions as the one provided by Dusty don't inspire confidence and are of limited usefulness IMO. They look too much as the quick windows "standard" support solutions found so often on MSDN sites by engineers paid to answer asap (e.g. run checkdisk), and not listening to the specific user experience and not taking the time to make the links with other very similar bugs or threads. Some are better than others but just a general observation reading them or experiencing them.
