    Not sure if this will help, but some folks here had a similar issue. I understand that this is not an uncommon problem and may take a bit of work to figure it out.

    Open Windows PowerShell as Administrator
    Right click Start button
    Choose Command prompt (Admin)
    Key in Powershell in the black window and hit Enter
    Paste the following command in the Administrator: Windows PowerShell window and press Enter key:
    Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
    Wait for PowerShell to execute and complete the command. Ignore the few errors (in red color) that may pop up.
    When it finishes, try hitting Start and hopefully it’ll start working. If not, this solution won’t apply to you, unfortunately.

    I sometimes experience where WINDOWS+R doesn't bring up the run line however when I hit the WINDOWS key by itself, the Start menu does still appear for me. I know this isn't what you're asking, but I'm adding to the conversation. I use a batch file to restart (kill and then start) Explorer.exe to get it working again.

    Please create a new user for test purposes. Log in as that user. Do you see the same problem?

    This discriminates user specific configuration and profile corruption from some general Windows issue.

    Thanks.

    And before that you can try
    Start Menu Troubleshooter in Windows 10
    Reset Start Layout in Windows 10
    the Start menu may become corrupted and will no longer display or work properly. When this happens, resetting the Start layout back to default can usually fix this.
    - noting the check I proposed above would have given direction to what should be tried next.
