I have run Spybot, Malwarebytes, Windows Defender, AVG. Looking for viruses or Malware with no joy. I don't know what's going on
Is it even possible to reinstall Windows 10? It was Free so how does that work??
Just to make sure your system is "clean" I suggest also running ADWCleaner.

A friend recently had issues with playing video clips in browser. We disabled "Hardware Acceleration" in the flash player.

Edit: Whoops, I didn't read all the way through the posts. It was already suggested.

I see you took the last suggestion, reset or clean install (similar)

What you need to do is make sure have all updated drivers for your system at PC manufacturer's site and windows update. I would put back software little at a time with making manual system restore points before you do and after each, seeing how system reacts on each. Then proceed with more. As you never knew what caused your issue this way by going to a reset which could of done refresh or a inplace upgrade.

Not saying it was wrong, just not sure what caused your issue, surely will not want to see it come back, if corruption in files, then fine.
