Can not download/run any program from the internet.

Using windows 10 on a Surface 3. I've tried to download several programs from the internet using chrome and the explorer that comes with windows 10.
It will show were it downloads and says it is complete, but it will not open and run the program. It just disappears . I have went to downloads and tried to run it as administrator. Then it will pop up with a error code, Windows can not find the download make sure you typed the name correctly.
I'm not sure when this started, but when I first switched over I had to download iTunes 2 times which went through. Now nothing.

The only options after downloading is open or show in folder. Then just disappears from the bottom of the chrome page after i click open.

If i go to downloads and click open it say this app can't run on this PC.
If i click on run as administrator it pops up with the error code Can not find this program.

When using explorer it gives me the options of - view or open. If i choose open it says this file can not be opened it might have been moved or deleted.

if its nothing personal, maybe share the download link and we can try ,to make sure what you are downloading isn't corrupt or just part files

It doesn't matter what I try to download. I've tried several things. Even a MP3 file will not work. Tried to show a screen shot but it was in a PNG format.
