Windows 10 unresponsive on many bootups, after waking from sleep

I have done a ton of searching, but haven't seen any issues exactly like mine. I will try to explain as best I can, and am looking for things to try and see if I can fix. This is a PC purchased with windows 10, it wasn't an upgrade. Only thing I did was clone the operating system onto a SSD hard drive, and keep the original drive for storage.

Maybe every 3rd bootup, or any time I wake from sleep, the computer is unresponsive on many programs and system functions. It isn't frozen, edge browser always works, office works, other programs work. It isn't trying hard or chugging away either, opening task manager shows little or no CPU, hard drive, RAM, network activity.

    This is what doesn't work:
chrome browser - click to open, nothing happens. maybe 20 minutes later if I don't restart, it will open.
    windows store - won't open.
windows store games - won't open.
windows explorer - won't open to browse files, click and nothing. same as chrome, maybe 20 minutes later it will open.
    windows update - won't connect.

Some times when I boot up, everything works perfectly, no issues. But like I said, maybe every 3rd bootup, or after waking from sleep it doesn't function correctly.

I am pulling my hair out, thanks for any help!

Not sure what info I need to include about the PC, but it is all new components.

Hi! Do you think you might have a memory problem? How old is the computer?? Is there a warranty?
You might try memtest86+ while waiting for better suggestions from the forum members!!

I have the same problem. I thought it was due to my laptop (i7 q3300m, 16gb, 512 SSD Samsung Evo) failing on me. I did a clean installed 2 x and restore 3x and it was the same problem.

I built a new computer since I figure I needed a new computer. I now have an i7 6700K, MSI Z170, 16 gb DDR4, and 512gb SSD Samsung yet the problem persist.

From what I've read, it may due to Cortana (searchUI), and corrupt windows files, and even Logitech mouse lag.

Not sure if this means anything, but when it is not working correctly and I try to restart, I get a "blank" program that is holding up the restart.

Hi, assuming it's not a RAM issue (it's presumably a new PC from what you say) I'd offer two thoughts:
    1. See what Sysinternals Procmon reports when things aren't right. (Might identify that odd process delaying shut down).
    2. Have a careful look at your graphics driver. I can't say more than that, except odd issues related to inappropriate drivers esp. graphics drivers do occur.

Also check to see if there are any 10 specific motherboard drivers for your chipset. on the MSI site.

Here's a different slant someone suggested with somewhat similar symptoms:
"Tonight I went through everything again and found that I was using a screen saver that was not saved.

I saved the screen saver and presto the computer is working properly now from sleep mode.

Just my two cents Not a tech guy but I did sleep at a Holiday Inn once about 10 years ago...."

Check to see you have screen saver disabled.

I was trying some things earlier. I noticed when the computer is messing up, I could open the command prompt normally, but when I try to open the command prompt as administrator it wouldn't open. After a while, it gave an error that the system didn't respond in a timely manner. When you open the command prompt as administrator normally, the uac comes up and makes you hit allow. I was not getting that prompt. I must have a corrupt windows system file or something?

Ok, back to basics- run chkdsk and sfc /scannow.

Oh, sorry, just noted you said you're using an SSD.. so, forget chkdsk on that! But, what happens if you use the original HDD?
