The built in Administrators account is the true admin and can over-ride all accounts.
    No, it can not.
    All Admin accounts are equal.
This is explicitly stated in both
Enable or Disable Elevated Administrator account - TenForumsTutorials
    and
Enable or Disable Built-in Administrator Account - ElevenForumTutorials

The Built-in Admin exists for one reason & one reason only, to be enabled by Windows to appear on the Safe mode login screen if Windows cannot detect any other functioning Admin account on the computer.
This behaviour is stated in Administrator account status, Safe mode considerations - MSLearn

Whatever happened during the example you cite was misinterpreted.
By default, the Built-in Admin has UAC off. You can turn UAC off using any Admin user account [for all users].
    All Admin accounts are equal.
I suggest you set up a little experiment of your own to demonstrate the fact.
It might be similar to the ones I ran when demonstrating that the Built-in Admin does not have System rights.

Tomatoes Toma-toes, I agree to disagree

I prefer not to. I know what I saw. I made the changes within my account ( which had admin rights ), and despite those changes, the path was not created despite the information written in. This is not using third-party apps but the
"Environmental Variables" within the "Advance settings". But making the exact same changes within the true/built in
    administrator.

Anything that runs while signed in to this built-in Administrator account will also have elevated rights on the PC
This is what I am talking about. You can not do this with any elevated administrators account. I do not want to repeat what I did, but I know what occur at that point in time. Maybe whatever I was doing required a UAC ( sudo ) prompt, but instead
of making the change it just reset the change.

I was installing a bunch of stuff via the command-line ( the most fun way to install anything ) at the time.

All users in the Administrators group have equal rights/permissions. Perhaps you mean TrustedInstaller, which technically has more rights, so it can be considered as the "true" admin of the OS.

In order to help you, I don't.
    You are incorrect.
    Brink is correct.
    I am correct.
    1HDBIZ is correct.
It would take you about quarter of an hour to see for yourself by conducting an experiment along the same lines as mine.

In addition to the other information in these tutorials, do note that there are both System & User Environment variables.
List of Environment Variables - TenForumsTutorials
Set New User and System Environment Variables - TenForumsTutorials
Delete User and System Environment Variables - TenForumsTutorials

In the hope of being helpful, I've just added this to post #21.
