No, it can not.
All Admin accounts are equal.
This is explicitly stated in both
Enable or Disable Elevated Administrator account - TenForumsTutorials
and
Enable or Disable Built-in Administrator Account - ElevenForumTutorials
The Built-in Admin exists for one reason & one reason only, to be enabled by Windows to appear on the Safe mode login screen if Windows cannot detect any other functioning Admin account on the computer.
This behaviour is stated in Administrator account status, Safe mode considerations - MSLearn
Whatever happened during the example you cite was misinterpreted.
By default, the Built-in Admin has UAC off. You can turn UAC off using any Admin user account [for all users].
All Admin accounts are equal.
I suggest you set up a little experiment of your own to demonstrate the fact.
It might be similar to the ones I ran when demonstrating that the Built-in Admin does not have System rights.
