bios has fast boot option not windows 10 ,that's why you don't find it ,and it maybe that you don't have a uefi firmware bios neither ,that's why the win10 repair option doesn't show it.
andi said it before and ill say it again ,computers have been disabling onboard video as soon as it detects the addin video card ,for a few years now ,so if you di get into the bios you will not find a setting for to dieable it ,,, what you need to do is reinstall win7 and start the upgrade over
Thought OP had no picture at all. Plus might not be a Display issue and if a slot card should be no need to disable integrated card to get a picture, think Windows would put a default driver temporarily.
Good point about UEFI. In that case an alternative to try before reinstalling:
- Disconnect all external devices except for keyboard & mouse
- Disconnect or remove all components connected to the motherboard except for cpu and ram.
- Remove graphics card
- Remove battery to reset bios, wait a minute and reinsert
- Boot into bios
If that works and you can change the settings to your requirements. You can then reconfigure Win10 to allow legacy boot so F8 for safe mode and all other associated boot options work. This will prevent any future problems accessing troubleshooting options and bios
removing the addin video card is where I would start ,then reboot the computer
Been number of these issues after upgrade, to name 2, sure can find more here

In response to No 1: The power supply has a +5V Axillary that never shuts off unless you turn the switch on the power supply to off. That +5V Aux is used to actually turn the PC on when you press the power button. That's the ATX standard. Most motherboards have an LED that is illuminated to tell you/remind you to switch the PS off when swapping components or to prevent it from accidentally starting up while your doing things in the case.
To get BIOS access on boot up try turning off Windows Fast Startup, https://www.tenforums.com/tutorials/4...dows-10-a.html Or https://www.tenforums.com/tutorials/5...dows-10-a.html
If you can't get into Windows at all to do what I suggested above try this. Power down and unplug the power supply from the wall outlet. If it's a laptop remove the battery. Now press and hold the power button for say 10 seconds. That will drain any residual power and take it out of any sleep or hibernate mode it may have been in. Now plug the power supply in and boot up while pressing what ever key is required to get into the BIOS. This procedure should boot you up from a cold start and get you BIOS access.
