Yet this is related to your post:

See if you can do a roll-back to the previous version of Windows 10 you had installed on the laptop:
Go Back to the Previous Version of Windows in Windows 10

Right after the restoration, do this:

And make sure not to install those, until Microsoft decides to force it onto your computer:

    I'm running .4291

I have this Windows Update setting as such:
    Attachment 409573

Today's programmers are way under-educated to previous programmers.
    ....
They all must be working for M.
    micro & soft ..brains.

I have that setting also set like that.
Not sure how I ended up with .4355
Somehow it got "shoved down my throat" whether I wanted, needed or asked for it.

I'm so tired of this constant update mania addiction. Every time it's another [hidden] problem and new bugs.
Like the old Mafia protection money or the drug dealer that force pushes new drugs on you.

Oh I can tell you many stories!
Like error code 10 with Intel 9560 wifi...

I completely agree! Many of today's "updates" are practically "down-grades" for your technology, and sadly, there's nothing one can do about rejecting the forced down-grades to your technology.

Not only that! But when those big-tech developers decide to "move things around" making it so annoying to find previous settings.
For example, I was helping someone remove the clock from an iPhone Lock Screen.
I tried the ...obviously usual... location where that setting would be:
Image health app no longer working on my Windows 10 systems-image.png

    ...well:
Image health app no longer working on my Windows 10 systems-image.png

Apparently some... (disgruntled employee??).. decided to remove that setting from here, and apparently is now in a different location, which is definitely much harder to find.
Why not put both settings in both locations instead of completely removing it from the obvious location?

    Very under-educated.

There is indeed one of the great emerging insanities, which appear as intentional, to create confusion and dependency.
Any technical advice on Windows, if you look it up on the net, any reference to were the settings are, including pictures of the settings window[s] are irrelevant and invalid as they apply to earlier versions or have again been changed again since the last version update.

It's so frustrating as I cannot help clients over the phone any longer as depending on the version the feature has been relocated or somewhere else or missing altogether!

What exactly the purpose and sense of this is I do not understand. It is incomprehensible to me. It's almost as if I were to start writing using my own letters and words created every time I write something...

similar to your observational remark, I have used the analogy with applying all to automotive standards...
Next year's model has the accelerator on the left side, the break pedal on the right side and the clutch in the middle.
brake lights are green and the stick shift/selector is behind the driver seat. To drive backwards you first have to drive a little forward...

It's a huge mystery. I don't understand why inconvenience someone who knows where certain settings are.
It wasn't like that during the XP days. I don't think it was like that during the Windows Vista and Windows 7 days either.

I'm not trying to downtalk them. I'm sure you're not either. But it's really inconvenient, like you say. And what's worse, is that when you're trying to help someone, their settings' locations depends on their version.

Anyways, sorry I drifted off topic, and dragged you along with me. haha. Sorry 'bout that!

Back to your topic of this thread. You're going to have to restore a previous version of Windows 10, which will most likely fix the issue. That's all I could suggest. Hope you're able to get everything working again.

I did a repair install and that solved it all.

Maybe time to start again with a rotary dial phone on a landline and a [portable] type writer...
After all, back then we were able to fly 2 men to the moon, land them there and bring them safely back!
All that while driving around with leaded gas and living in homes painted with lead paint...

Right. Newer technology is iffy. Not as reliable anymore.
    It's like ... "#WhatHappened?"

But I'm glad the repair install apparently fixed... an issue with their own update.

    It's ... like ... I dunno. I got no comment anymore. lol.

stay away from cumulative update review (KB5036979)

    FYI

Some other quirky problems I had with some apps and overall behavior but not on another machine is related to the 2024-04 cumulative update preview (KB 5036979)!

For inexplicable reason a resource intensive app I was testing (Topaz Video AI 3.0.1) would install but not start up on certain systems.
The other problem was, amongst the one previously mentioned, the runaway endlessly opening command windows when trying to use the CMD app image-health.

I discovered that the aforementioned Topaz app installs and runs on computers which have Windows 10 OS build 19045.4291
The computers it installs but does NOT run are Windows 10 OS build 19045.4355

I was able to confirm this observation by upgrading a .4291 Windows version (where Topaz Photo AI 3.0.1 is installed and is running) to Windows .4355 . Thereafter Photo AI was no longer starting. and the runaway infinite opening command window when trying to start image app also occurred!

A crosscheck confirmed that a system with Windows version .4355 (where the Topaz Photo AI 3.0.1 installation did not start up) downgraded to version .4291 would promptly start up Topaz Photo AI 3.0.1! as well as mentioned before resolve the runaway CMD window problem.

This is the culprit which is currently:
2024-04 Cumulative Update Preview for Windows 10 Version 22H2 for x64-based Systems (KB5036979)

My recommendation is to stay away!
There appears to be some bugs in this once again some useless bug infested crapware update (what else is new) causing this and that (amongst other issues) problems!
