@pepanee - that appears to relate to ctfmon.exe which I mentioned above.
Unfortunately we have no confirmation from @Riverrat83 that in fact ctfmon.exe is not running.

Dalchina & Pepanee, tons of thanks for all the good tips. My ctfmonexe. IS running. I tried several methods of trying to disable it, but it must go to default when I make these changes and reverts back. I’m afraid to do too much here, cause I don’t know what lm doing.

Start with
I.e. Create a new user account (which you can delete later).If considering a general Windows repair e.g. an in-place upgrade repair install, first check that you do see the SAME problem after creating a new user account (for test purposes- delete afterwards), and logging in as that user.
If you don't, the problem is account-specific.
Log in as that user.
Do you see the same problem?
Also check you can launch the start menu.
Considering your post #1 - please confirm you can launch your start menu.

I think it was only very old builds of Win 10 that included a search box in the start menu.. I can't recall seeing that myself.
