I had this issue this past week when I had to get into the Advanced Boot Options screen you see when you boot up the pc.
I was missing the winre.wim file which caused the issue below. Once copied back to where it should be then I have the missing options back.
    I have Windows 10 Pro 22H2

Restart the pc by going to:
Start button> Power> hold Shift key down while clicking on Restart

    After clicking on "Troubleshoot"
I was missing Reset the PC
    Advanced Options

You can use F8 when powering on the pc as well.

Microsoft shows the wrong path. It should be here:
    C:\Windows\System32\Recovery

This is no longer located in C:\Windows\Sysnative\Recovery.
Verify the item's location and try again.
    Winre.wim

Do a search on the C:\ for: Winre.wim then copy the file and paste to the correct location. Restart the pc after you verify by clicking the search icon and typing in: cmd then run as administrator.
You can copy and paste or type in from C:\WINDOWS\system32> reagentc /info
Press the Enter button. You should see the text below.

    Microsoft Windows [Version 10.0.19045.4123]

Sorry for delay, I wrote a batch script which downloads the correct WinRE WIM for your current Windows host.

It checks your Windows build, looks up the matching page on UUP dump and parses the download link. Next, it gets a copy of aria2c.exe to expedite the download.

You can copy the saved winre.wim to \Windows\System32\Recovery, and run "reagentc /enable".

    UPDATE:

After extensive testing, it looks like W10 WinRE images aren't supported on UUP dump. Only for W11 22H2 & 23H2 releases, which obviously doesn't help in your case. For that reason, I'll remove the included script.

    Sorry for the confusion.
NP. Thanks for all your tips!

I then ran install.wim from the DOS window, went to the path:
I was following your beautiful step-by-step instructions and successfully created install.wim. But I don't how to run install.wim. Could you please provide some more detail on this? Thanks very much!

    OK, I figured it out.

The instructions to extract winre.wim from install.wim can be found under Step 2 here: https://learn.microsoft.com/en-us/wi...iew=windows-11 (For some reason, the paths in the instructions were wrong and required minor corrections but then it worked fine.)

To summarize, I put the missing file winre.wim in directory C:\Windows\System32\Recovery. This directory already had file ReAgent.xml.

Then I enabled Win Recovery Environment using the command: reagentc /enable

And finally, the January 2024 Windows update KB5034441 succeeded without the dreaded 0x80070643 error.
