    hi inwell.

When you see the spinning circle, hold the power button down for at least 10 seconds to force a hard shutdown. do this twice
On the third restart, it should boot into the recovery environment. If you can at least get into safe mode, try a system restore point.
If you,ve updated\installed anything just prior to this issue, that is the likely culprit. Post details please.

You can use Windows 10 setup media to boot your computer to Windows 10 recovery environment and from there you can try System Restore tool.

The log file created by Startup Repair can help to find out the cause of the boot problem. In this video, i will explain how to use the Startup Repair tool to troubleshoot boot problems in Windows 10 and Windows 11.

It can happen when the CMOS Battery is almost empty. Boot into BIOS and check the settings, especially if the time is correct.

Chances are great that your Seagate HDD inside your Dell Inspiron laptop is beginning to fail.
You can remove the HDD from the laptop and attach it to a working computer via a USB HDD Adapter with a power adapter. If it comes up, you can copy any files you want to keep to that computer.

If you download Crystal Disk Info and or DiskGenius in my signature, you can view the SMART Info. If it is any less then Good, it needs to be replaced. Replace with an SSD.

    Hi,
This problem Im facing is with a desktop with ssd.Gigabyte MB.
Strange thing I faced is my winpe usb also refused to boot. After loading files,it just kept circling dots on windows blue logo...
    Some hardware problem i guess.

I installed linux on this pc on another spare hdd and that worked fine.Booted fine.

Both Usb PE boot and windows boot in UEFI mode are failing I guess. (Both stuck at white circling dots on blue windows logo).Legacy boot for winpe booted with no issues.
