    RE does not change drive letters around. You have a recovery partition specifically for RE called "Recovery" that is 500mb in size that has no drive letter assigned when you boot into RE it defaults that partition to X:/

    The partitions are still defined on each partition so if they have a drive letter which some will so like C:/, D:/ F:/ then that is still the same as the partitions are already defined as so on the hard drive.

    You can test this yourself boot recovery by list disk in diskpart.


    I just checked actually the recovery drive changes to C and the main C partition changes to something else but the rest of the partitions where all the same. That would be logical that all partitions are subject to change. I retract my previous statement.

    Under WinPE or WinRE drive letters can be different from those assigned under normal Windows.

    Boot from a Win 10 installation drive and at the Windows Setup screen, press Shift+F10 simultaneously to open a command line prompt. Type:
    diskpart
    list vol (take note of the Windows partition letter. It may not be C:)
    exit
    chkdsk X: /f (replace X with the letter found with list vol. Pay attention on the results)

    sfc /SCANNOW /OFFBOOTDIR=X:\ /OFFWINDIR=X:\windows (replace X with the letter found with list vol.)

    Try to a normal boot. Make sure fast startup is disabled. It is more part of the problem than part of a solution.

    I think the trick is to cancel the hibernation part of the fast startup.
