As far as activation is concerned, yes. As to drivers- that becomes an increasingly open question, especially where any customised drivers for that laptop model, or drivers specific to hardware on that model are concerned.

Back up the Win 11 drivers before clean installing Win 10.

If a new laptop comes installed with Windows 11, can it downgrade to Windows 10?
We are going to downgrade Windows 11.
    1) I would make a clone of the installed drive using marcium reflect via Winodws PE or whichever edition of it. There are other tools.
    2) if you was able to "downgrade" ( which I assume Windows 11 will block you ) then it would create a Windows.old folder.
If you have no intentions of going back you could take ownership of that folder and then do a search for drivers if anything was not installed.
3 ) That being said all Windows 11 hardware could be run by windows 10. You should have no problems finding drivers. Of course I am not counting crap vendors like HP.
4 ) your windows 11 drivers should work in windows 10. Otherwise that would be silly.

If I brought any new computer I would happy without any OS knowing full well I could just DLC the OS. and buy a better drive to install.

Merry-go-round of the same question every single OS release. Take OSX-Universal apps. These could run on PPC and Intel, but Apple had to stop that.
