Yes, I did try re-registering with that command and it didn't help.
I just tried booting in Safe Mode, and it's the same except that I get an error message before the window closes:
"The system has detected an overrun of a stack-based buffer in this application. This overrun could potentially allow a malicious user to gain control of the application."

I'm trying to create a bootable USB flash drive installer, but the ISO available from Microsoft is only build 19045.2965. The instructions for doing a repair install say the version must be the same or newer, but the version currently installed is newer, so according to the instructions, a repair install wouldn't be possible. Any suggestions? Thanks!

That build is fine. The comment refers to the MAJOR build number. I.e. you do a repair install of 22H2 with a 22H2 iso, not a 21H2 iso, say.

Normally an in-place u. i. is followed by an update or so to catch up. Note that 2965 is BEHIND 3930, your build, as you'd expect.

Whilst you can start an in-place u.i. by logging in as normal and then browsing to setup.exe on the USB disk, most people mount the iso file and start from there. Your choice.

    Please see the tutorial.
