Are you doing this under an Administrator account? Has your ani-virus thrown an objection to that application suite?

If you cannot move anything at all, you have not enabled special folder protections [such as Controlled Folder Access - TenForumsTutorials] & you have reinstalled Windows then the only thing left is the hardware.
Check there is nothing odd shown for your disks in the Bios & run disk checking.

If you have a symptom like this, I'd expect there to be other symptoms.
In addition to move problems, what else is going wrong?
What reason to you have to believe the reinstallation completed correctly?

Just to bowl out unusual circumstances, please run this command in any command prompt and confirm that your user name is not Administrator.
    Code:
    echo %UserName%
[Just to explain the exchange Berton & I had below - the default UserName of the normally-hidden Built-in Admin account is Administrator.
The Built-in Admin exists for one reason & one reason only, to be enabled by Windows to appear on the Safe mode login screen if Windows cannot detect any other Admin account on the computer.

Just for clarity, when first installed Windows will give that User the Administrative Rights, always have to have at least one. Any further users can be Admin or Standard. The Standard account can't make as many changes.

There also is a hidden Administrator User which should not be routinely used, can do a few more things a User with Admin rights can't do. If thinking there is a problem with that might check this:

    Sorry but you are wrong.
An Admin user account created by a user can do everything that the Built-in Admin can do.

But it can be quite useful for working with corrupted User profiles in removing them when nothing else works.

You cannot Move a file that is in C:\Program Files (x86) folder
You can Browse to C:\Program Files (x86) open the folder Tweaking.com then Right click Windows Repair (all in one) and choose to Create a Shortcut. It will tell you that you can't create a shortcut here, would you like to create one on the Desktop? Click OK now there will be a shortcut to the app on the Desktop called the app name plus Shortcut, you can rename this to remove the word Shortcut. Here you can drag and drop or cut and paste and move the Shortcut to any drive you want, and when clicked will open the file on the C:\Program Files (x86) folder.

If your Backup doesn't work, you can download it again. Homepage - Tweaking

We don't suggest installing a 3rd party tool for a price, that offers the same solutions that are free in Windows
