    This app is preventing from restart (app has no name / icon)


    Anytime I restart my PC I get hit with the
    "this app is preventing you from restarting"

    the app has no name and uses a default icon. How can I figure out what app is this? This app is preventing from restart (app has no name / icon)-aaaaaaaaa.png

I created restart and shutdown desktop shortcuts on my computer, on which I recently reset Windows 10. The shutdown icon is the same as before, but I cannot find the restart icon (see attached). It's not in the directory with the shutdown icon....
