Can't access Settings, between other things

This was working perfectly fine until moments ago after I deleted $Windows.~BT and Windows.old which I think were safe to delete.
The Settings menu won't start at all and same for all the other new menus (like those in the notification area), and right-clicking on the desktop for the Display menu gives me errors like: ms-settingsersonalization-background.
I tried this: http://aka.ms/diag_settings but it didn't help, I get this: https://i.imgur.com/S13thfn.png and it says it can't find a solution.
EDIT: I ran sfc/scannow and it said it found corrupt files and successfully repaired them but nothing changed.
EDIT2: https://i.imgur.com/QeA62sv.png Error message when I try to open any Windows app.

    Thanks.

Just noticed I can't right-click icons on the taskbar, likely for the same reason, just went from something really annoying to borderline getting in the way of me being able to use my PC, really annoyed now.

Now after trying various things to fix the problem my computer can't connect to the internet anymore, I can't open the menu on the desktop but by logging off of my account I can access the menu through there and it says no networks are available when that's not the case...

Fixed this by messing around in Services on the Task Manager, not really sure which one it was but after starting a bunch of them that where stopped I got my connection back, still no changes when it comes to the menus.

    Bump.

One thing I found is that I could rollback some Windows updates made before this issue appeared (right before, actually) but I'm not sure if that'd help and since I can't open Windows Update at all now (since it's also part of the new menus which don't open) I'm not sure if that's a good idea at all since I would be getting rid of an update that might be important.

I'm still thinking the issue was deleting the $Windows.~BT folder, but I don't know how to get that back either...

Just reinstalled Windows 10 ("installed over", more like, followed Method 3 here: http://www.download3k.com/articles/H...t-01404#Method 3), no change though... apps still don't work.

Apparently the problem is fixed if you simply create a new user account (you've to use the "net user "UserName" /add" command on cmd, which creaters a new account without a password, see here: https://www.tenforums.com/tutorials/5...a.html#option6 because otherwise you've to use the Settings menu to create one, and guess what, it doesn't ****ing work).
So the problem is apparently user-exclusive, ****ing excellent, Microsoft, just ****ing great, good job.
