Why can Win10 not do what Win8.1 can ?

I tried to move files from a phone to an external hard drive - so both connected through suitable adapters to USB ports. In three Win10 PCs (both x32 and x64), the phone was detected, but when clicked to see its contents : "This folder is empty" showed. However, when the same was attempted in a Win8 PC (x32), 'all' the contents of the phone were revealed. What could explain that anomaly ?

Were all these computers connected to the internet so they could download drivers? What type of phones are we talking about?

The PCs COULD connect to internet, and usually are. The one phone was an Android.

Did the phone at any time ask you to switch transfer modes or request you set debugging mode?

I was not the one doing the process - when I was involved, I only looked at the PC screen, so do not know what messages appeared on the phone.

if i connect my android to my win10 pc with an appropriate cable (not all cables will work) , a popup appears on phone on how to connect to PC
something like "file transfer" , "charge only" , and something else
i choose "file transfer" then everything shows
if no popup appears and its only charging when you plug it in PC , the cable is wrong

When I connect my own phone to x32Win10ProV22H2, 'it' appears in ThisPC, If I click on that, the normal File Explorer opens (for the phone's contents). The Android there is v4.1.2

I have not tried that in Win8.1, as I have had no need to.

When you attach your Android phone it has to be Unlocked. And a message will appear on the phone asking if you "Trust" this device. If you ignore the message or don't press Agree/Ok whatever, it will not allow you to browse the contents of the phone or allow you to copy files to it.

Everyone's phone does this for every computer you attach for the first time.. Once you do it the first time, you don't have to do it again.
