unable to use Start menu and sihost.exe pops an error

Right after the OS boots I am unable to use the Start menu. I can still use This PC and I am able to open files and apps if I navigate to a directory.

I can also CTRL+ALT+DEL and sign out. I then see a notification from sihost.exe saying "The instruction at [memory address] referenced memory at [memory address]. The memory could not be read". The message vanishes after a moment and unfortunately, I can't get a screenshot.

I intend to do a memtest one of these days. Could this be just bad RAM?
