I took a screenshot here below:
when hovering mouse over the scroll bar for the navigation pane, for a brief 1-2 seconds the expandable directory/folder icon which normally shows arrow icon pointing downwards/ to the right.
the flashed icon looks like above, then fades away to no arrow icons at all.
then I compared this with windows 7 and 8, there are none of these icons at all, how can they be disabled?
Hi, your arrows seem to be in boxes with drop-shadows - mine are simply black arrows.
I wonder why their appearance is different?
Mine show only when the mouse pointer is within the nav. pane, not when it's over the scroll bar.
no there isn't one thats changing it. I did change some settings for windows explorer but its pretty much the samething I did for previous version of windows and I dont see how that changes anything.

If you have a look at the first screenshot in this tutorial (just as an example screenshot) this is the typical appearance.

I'm not saying the tutorial is otherwise relevant!
I can only imagine something you've done has changed that.
That change may account for what you are experiencing.
yea I did a fresh offline install on another PC and its not there. im posting because this install was only like 2 weeks old with almost no 3rd party program yet, especially not ones that would affect icons like that.
I'll see if I can reproduce this issue and go from there.
edit: the icon becoming like that with outline seems to be showing the default icon fading away transitioning to transparent. but when it does the outline shows which is the messed up part
