For the second time, I reinstalled the program and restored some files and then uninstalled with Revo which I also uninstalled. I search my whole system for live update files and found none. And yet the notification keeps popping up on Start or Restart. Meanwhile, I do not notice any problem with the PC. It seems I am stuck with this annoying notification? My last option is reset W11 which btw I am not clear about: which is preferrable (1)cloud or (2)Local

Check the Startup Tab in Task Manager.

When using REVO Uninstaller, you need to run the "scan for leftovers" tool as well.

Be very careful not to disable/ delete things that you don't understand. Use Autoruns. Run a scan then filter select "eveything" tab then filter results to find startup entry or entries relating to liveupdate.exe

I am puzzled that I am having issues from a service or program (live update) that is nowhere in my system.

'IT' or a reference to 'IT' is clearly still on your system.

Enable the Hidden Administrator Account. How To Enable Hidden Administrator Account In Windows 10
Sign Out as you, and Login as the now available Administrator account.
See if you still get the same notification message.
Do a Search for LiveUpdate. Delete the folder.

Go to Search and type Regedit and press Ente
In the Registry Editor, Backup your Registry.
Go to toolbar to Edit/Find type in LiveUpdate press Find Next.
It will stop on a something. Select it, Press the Del key on the keyboard.
Press the Enter key to agree to the Deletion
    Press F3 to continue searching.
Do these last 3 steps until you get the message Finished Searching the Registry.

Much as I have blind faith in Revo, I have sometimes found the Geek Uninstaller will sniff out the occasional app that Revo can't see.

Download the Geek zip file, extract the geek.exe program and run it (doesn't install, runs in its own right)

If the program is not listed in the first window, View menu > Microsoft Store Apps

    Double click to uninstall.

I went as far as FIND NEXT. I got lost in It will stop on a something. I did not see something to select to delete but Finish searching the Registry popped up. That's the farthest I got.

Liveupdate.exe could be used by any number of programs including IOBIT, Wise Folder Hider, Wise Disk Cleaner, Wise Registry Cleaner and maybe there are other programs that use an executable with the same name.

It's possible that it's a startup entry left behind after uninstalling a program or if your antivirus quarantined a program.

As stated use autoruns. Let it scan then type liveupdate into the search box and press enter.

    Check the results.
