On some PCs, files deleted from USB hard drives are permanently deleted, on other PCs these are moved to the WIN recycle bin, how can I activate this option?

All files that are deleted from a USB Flash drive, are not retrievable from the Recycle Bin.
You can use An app called the Windows File Recovery, which is a command line tool, so it's not for a noob

I checked on the PC where they are moved to the trash but the option is activated so I don't think I know about this

I too was convinced of this until I accidentally discovered this option on a PC
There's a difference in behaviour between a USB memory stick and a USB-connected external drive.
If a drive is not listed in Recycle bin properties then it cannot make use of the recycle bin.

the hard disk I use is always the same, checking the PC where the files are moved to the trash the hard disk is present
If you're saying that this drive is listed in Recycle bin properties then it can make use of the recycle bin.

yes exactly, so it shouldn't appear on the other PC, how to solve it?
I have never heard of anybody being able to alter whether or not a particular drive appears in the Recycle bin properties list on a particular computer.
