Blank blu screen after bios logo

I was trying to boot into safe mode on a Dell XPS 9720 notebook and i was holding shift f8, and now it keeps showing this screen
Imgur: The magic of the Internet

As shown in the vid if i press f10 or f8 it does that screen thing, if i press other keys nothing happens if i press esc it reboots into bios

If i leave it at that screen it will eventually power off, if i turn it on i get the same issue

    Hello @xboxhaxorz,

Have a look at this > Hot keys for Boot Menu / BIOS Settings

    I hope this helps.

Hi, as your PC doesn't seem to boot at all, I suggest you create a live boot disk (which you can use to try to boot your PC from, rather than your internal disk).

    a. If you have an existing Win 10 installation disk, you can try booting from that, and by clicking 'Repair your computer' to Advanced Startup options (Command prompt, System Restore, Startup Repair etc).
    Tutorial available if needed.
    b. You can (using another PC) create a live boot disk which will boot into a familiar Win 10 environment (Google live boot disk - e.g. Bob Omb's, Hiren's...) and use suitable instructions to create a bootable disk from the iso file you download.

History: (so often not given by posters)
When did your PC last boot correctly?
What happened since that that mmight have caused this?

Safe Mode? F8? - alas, you're years out of date.. boot is faster now so F8 became near enough obsolete with Win 10.

If you were to search the Tutorials section (huge, professional) - do feel free to have a look.. you might find
Boot into Safe Mode on Windows 10

    - ways to get to Safe Mode

I like SHIFT left click a Restart option... even the one from the Power button on the lock screen.

And there's this for convenience if you wish:
Add Safe Mode to Desktop Context Menu in Windows 10

Is there a problem you're trying to solve that leads you to wanting to boot to Safe Mode?

In this video, you will learn how to scan and repair Windows operating system files by using the System File Checker (SFC.exe) tool, if Windows cannot start.

I was able to use a boot usb to get into safe mode, deleted all GPU drivers using DDU and got things working again

Good. Now, if you're not already doing so, start a regular regime of 3rd party disk imaging, complemented by scheduled System Restore points (see tutorial) so you have a couple of ways to recover from recent catastrophes- including disk failure and even PC theft, potentially.
