Mine is version 22H2, OS build 19045.3155, installed last month by an authorized Dell refurbisher.

I spoke too soon. Was just moving a browser window, and it maximized.
I hate Windows 10.
When I first moved to Win 10, I didn't like some things. But with a few adaptations, no hacks or modded system files bar a small registry change I have an appearance I like, a good start menu, and it's very stable. So long as MS isn't allowed to deliver bungled updates.... which it did for a period around 1909.
I suggest you try Winaero' tweaker and see if that disables it for you.
And as I said before, there's the possibility you have something other than Windows snap feature in play.
I tried the tweaker and so far am very pleased, though I won't be sure snap is completely gone until I've used it for a while. But it enabled me to add borders to the windows (hated the look of no borders), get classic volume mixer AND classic file explorer search - so I can search my computer! I seem to have lost the ability to have my wallpapers change periodically, but that's a small price to pay.

Yep, it's a safe and recommended tool. It implements many tweaks found in tenforums tutorials (do have a look - huge, searchable, professional) - and makes them readily reversible in most cases. (The tutorials also cover much much more).
Classic f. explorer search reverts search to as it was to build 1903- after which MS destroyed it for a period until completing a change (for the worse). For example, to build 1903, correct search syntax in f. explorer search box was highlighted in blue. MS removed that in making the change- classic search brings that back.
Wallpaper- you can have that as a slideshow amongst other options. (Tutorial available).
I use a free wallpaper change program that runs on logon and then quits- no overhead.
I just have to wonder sometimes what medications the Microsoft programmers are on...
