We strongly suggest Uninstalling Avast. Windows has a built in Anti-Virus Windows Security (Defender) It is a lot less obtrusive then Avast and works just as well as Avast or any other Free AV app and it comes with Windows.
As stated in Post #6, go to Search and type CMD, right click the CMD results and Run As Administrator. In the Elevated Command Prompt copy and paste or type the following bold command and press Enter.
    dism /online /cleanup-image /restorehealth
When that completes type the following Bold command and press Enter
    .SFC /scannow
These commands will replace any missing system files.

    I removed Avast.
    I run cmd as administrator,
    dism /online /cleanup-image /restorehealth
    then:
    SFC /scannow
Restart and then run SFC /scannow again (as I was told after the first time I run SFC /scannow)
I tried to install and I see the same error, gsdll32.dll was not found

What software are you trying to install? The installer may be missing that file.
Try a different User, Enable the Hidden Administrator account, log out as you and log in as the previous Hidden Admin
Enable or Disable Elevated Administrator account in Windows 10
See if the same thing happens.

You can always do Windows Reset keeping files which will replace all Windows System files
