I downloaded a pdf file to my desktop. When I try to open it, I'm presented with the option to save it again. I can never open it. How can I get out of this never-ending circle? Thank you.

Are you sure you've downloaded an actual file and not a link to the file? What happens when you use the option to save it?

Well, I went to my town's website and found the info I was looking for. It was a PDF file. So I double-clicked on it and was asked to save it to my computer. I did that. When I went to open it, I was asked to save it again. I will say that when I saved it the first time, it was saved with the Chrome logo - not a PDF logo. I looked later and I right-clicked on the file and saw that it gave me an option of opening with Adobe Acrobat. I did that and it opened. But why did it save the file wth a Chrome icon?

Show us what you've downloaded- else we're guessing.
    a. Rt click on what you've downloaded.
    b. Click Properties.
    c. Post a screenshot of that

If what you've downloaded is associated with Chrome (i.e. is something that when clicked on launches Chrome) then it will have a Chrome icon.

As to which icon a pdf file is shown with by file explorer- that depends on which program your pdf's are associated with.
For example, I could associate my pdfs with any of these:
I save a PDF file, can't open it - instead given option to save it aga-untitled.png

    - one of those possibilities is Chrome.

As you were not expecting that, that suggests what you downloaded isn't a pdf - just as Hearsepilot suggested.

Posting the screenshot will clarify that.

it was saved with the Chrome logo - not a PDF logo
As explained above- there's no fixed 'pdf logo' - depends on which program is associated with pdf files.

I agree with dalchina but would you please also tell us the webpage you downloaded it from and, if there are multiple links on that page, which link it is.

    All the best,

Perhaps we could save a lot of jpg's if I knew how to associate a file with the program needed to open it. I use Adobe Acrobat and I thought PDF files on my system were supposed to show the Acrobat logo. If that doesn't work, I will go ahead and post as you and Denis suggest. Thank you for your help.

Oops! I just looked up how to associate files - and PDFs are associated with the Adobe Acrobat logo. I'll try to post JPGs of what you requested tomorrow. Thank you.

Short Answer - Your Browser is not setup to open PDF files you downloaded. It does not have the correct components so you
    will need to

    A. install and Add-on.
    B. Go into windows File types and assign your file a program to open with.
    C. As the prior mention right click the file ( in the folder location ) and choose from a drop-down list. You could choose to assign the file whatever you want to open it, by further "Choose Default Program" that you know will open the file

    1. You Downloaded ( DLC ) the file from $##@$$ location.
    2. You click the file to open
    3. It tries to open in your browser !! Because your browser is setup as a default PDF reader !!
    4. The browser "Believes your downloading the file"
    5. Repeat steps 1-4

It sounds like you saved a copy of the web page instead of the PDF file. That would explain the Chrome icon and going in circles.
