    PowerShell windows

    Try a clean boot. See if it still occurs. If not, enable the items you've disabled one by one or in small groups until this recurs.

    Investigate your startups for anything unusual, esp. sheduled tasks.
    Autoruns (free from MS) lets you see EVERYTHING that starts and allows you to identify them and disable items.
    Ensure MS startups are hidden (default).

    You can download Autoruns this will tell you what starts with Windows and runs in the Background. If see anything that you don't recognize you then can disable it or uninstall it.
