RAM question: Windows 10 Home 22H2

I'm just intermediate around PC's and am puzzled by this.

AMD Ryzen 5 4600G with Radeon Graphics 3.70 GHz
    20.0 GB (19.4 GB usable)

But yesterday I had 20 tabs open in Chrome, using only about 2.54 GB RAM, and it said I was out of memory and everything locked up until I closed some of them. What the...?

    But it's using 2.5GB not 20GB.

Those general fixes still don't address the fact that I have 20Gb and Chrome is only using 2.5GB.

In Post 1,you say there is 20gb of memory.
In your My Computer specifications, the claim is only 8 gb.
    Which one is factual ?

It was upgraded to 20GB when I bought it - or so I thought.

Doesn't Windows 10 automatically use it all?

Right click the Taskbar and start the Task Manager. Click Performance on the Left Panel, Then click Memory to see what is being used and what is available.
